Director, Purchasing & Vendor Management

SUMMARY
The Director of Purchasing and Vendor Management will assist indefining the organization strategy to source, qualify, bid award, contract andmanage vendors that provide the highest value to AAR in accordance withGovernment and Federal business requirements. The Director provides knowledge and experience in the sourcing andcontract process, strong negotiating skills, and ensures that supply basestrategies are developed and driven through the organization to support new andcritical products and establish Vendor Management criteria.
ESSENTIAL DUTIES AND RESPONSIBILITES
Lead Procurement and Supply Management activities for multiple areas ofspend within the Sourcing and Procurement Teams with the goal of drivingsubstantial value realization efforts in all forms -- revenue generation, costreductions and productivity improvements while maintaining and improvingproduct quality and supplier service levels-Determine strategy to attract andgrow the AAR vendor network, playing a key role in selling vendors on thebenefits of working with AAR
Act as the central point of contact for vendors at the business unitlevel while helping facilitate localized relationships between the vendor and AARsnetwork across the country
Understand market conditions and opportunities to leverage AARs volumein the marketplace
Solicit feedback from vendors and strategize on enhancementopportunities to better serve our clients
Facilitate communication with vendors that improve business processes,affect demand for services or changes in market conditions
Propel AARs mission to empower people and leverage technology tooptimize diversion and efficiency
Represent AAR at industry meetings, conventions and trade shows
Active involvement in efforts to achieve AARs small business plans andgoals.
Carries out supervisory responsibilities of direct reports. Ensuresthat the responsibilities, authorities, and accountability of all directreports are defined and understood. Enables an environment that fosters highperformance and establishes policies to ensure adequate management development.
Work closely with Business Development and Program Management duringthe proposal preparation phase of all programs and support with their materialneeds during the design phase of a program. Assure timely procurement andproduction flow of the necessary materials and supplies for the production andmanufacturing phase.
Work closely with the sourcing and procurement teams to ensurecompliance with AARs Procurement Manual and the requirements of an approvedpurchasing system as defined in DFARS 252.244-7001(c) to ensure AAR achievesand maintains a Government Approved Purchasing System.
Support audits and ensure all appropriate documentation is provided toauditors and AAR is represented professionally.
Performs other related duties as assigned
CORE COMPETENCIES
Understanding of Government procurement regulations, and thedevelopment, negotiation and administration of high-dollar, multi-year, complexcontracts, subcontracts and purchase orders.
In-depth knowledge of the Federal Acquisition Regulations (FAR),Defense Federal Acquisition Regulations (DFAR), and related federal and statelegislation and regulations
Demonstrated ability to influence and deal tactfully and confidentiallywith internal and external customers at all organizational levels in a dynamicenvironment
Integrity and strong focus on compliance with internal standards andpolicies: ability to proactively provide guidance to contract/subcontractmanagement personnel or internal customers as needed
Ability to identify and implement process improvements
Experience in a government procurement/subcontracting environment:
Experience in collecting, analyzing and presenting large data in anaccurate and concise manner
Ability to generate results against tight deadlines and adapt todynamic requirements
Experience at effectively negotiating cost and scope of work
Cost-type subcontracts management background with knowledge of FederalAcquisition Regulations (FAR), Small Business reporting, and experience withCPSR audits
Strong sense of urgency
Strong leadership skills; analytical skills; ability to coach, developand motivate at both an individual and team level
Ability to develop actionable recommendations and implementation plans.
Excellent communication skills (written, verbal, & presentation)
Proficient with Microsoft Office products
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor of Arts degree (B.A.) or Bachelor of Science degree (B.S.)from four-year college or university; Minimum of seven years related experienceand/or training; or equivalent combination of education and experience.
MBA preferred
5 plus years of managerial experience

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
